Abstract
In the age of knowledge-based economy, knowledge has become an important factor to improve organizational performance. In this era, competition is no longer based on cost alone, however moved on knowledge-based product and services. Higher education as source of knowledge plays important role in disseminating knowledge not only to enhance organizational performance but also to develop knowledge society as a whole. This paper aim to review studies on knowledge sharing among academics especially in the digital economy. Firstly, this paper will discuss the concept and definition of knowledge sharing. The discussion continue with the issue of knowledge sharing in higher education institutions and its impact on organizational performance. Lastly, this paper deal with how the digital economics impact on knowledge sharing activities in higher education institutions.

Abstract
Cooperative is one of the drivers of economic growth based on social economy. A dynamic business environment does offer challenges and great opportunities. Cooperative survival depends on its ability to monitor and adapt to the environment so as to rely on employee empowerment strategy.This study aims to analyze and determine the effect of the work environment of uncertainty on the behavior of innovative work to improve managerial performance of cooperatives in the province of Bengkulu. The benefits of such research to be achieved can provide direction and priorities in making policy development and empowerment of cooperatives nationally.This study uses a quantitative approach and descriptive survey. The sampling method using proportional random cluster sampling to 10 districts / municipalities based on the estimates of the parameters used in the study sample size of 300 samples of the cooperative. The results of this study indicate: a)the influence and a negative correlation uncertainty of the environment to the innovative work behavior and managerial performance of cooperatives in the province of Bengkulu, b) the influence and a positive relationship motivation and innovative work behavior on managerial performance in the cooperative in Bengkulu And c) the influence and a positive relationship work motivation on innovative work on cooperative behavior in Bengkulu,

Abstract
The relational strategy is based on the cooperation of enterprises, and thus it is determined by specific attributes resulting from the specificity of established, maintained and developed inter-organizational relations, their forms and systems. Whether the companys relational strategy will be characterized by a multiplicity of relations with various partners, whether it will be long-term relations, based on trust, whether the relations will be formal and contractual, largely affects the results obtained from the relational strategy implementation. It should be noted that the implementation of a relational strategy can bring not only benefits to the company but also involves negative effects, risks, and costs. Therefore, the aim of the article is to recognize the effects of implementing a relational strategy from the perspective of its key attributes, which include: diversity, durability, originality, and formalization. The research was carried out on a representative sample of 400 enterprises operating in Poland and on international markets, which is representative of the company-s size. The research tool was a standardized questionnaire, which was filled in by the owners or representatives of the top management. The research results show that the more the companys relational strategy is characterized by diversity and durability, the stronger the positive effects of its implementation. In turn, the originality and the degree of formalization of relations as the attributes of the relational strategy have no effect on the results obtained from its implementation.

Abstract
Companies operating in this free market era must have competitiveness. Innovation is needed by companies to create products and services that are of high quality and competitiveness. Competitiveness is the ability of a company to overcome paradigm changes, market competition, enlarge and maintain profits, expand market share, and increase business scale. The stronger the competitiveness of a company will increase the value of the company above the industry average. Government policies that favor small and medium enterprises (SMEs), provide convenience to various financial and non-financial access, strengthening the relationship between innovation and business performance. Batik is a pictorial fabric that is made specifically by writing or putting the paraffin on the cloth, then processing it in a certain way that has a specific. SMEs that produce batik handmade in the form of clothing fabrics have a significant contribution to enliven the popular dress style of a culture (fashion).. The creativity of the style and the color of batik handmade cloth with ethnic and contemporary themes, attracted the interest of parents and young people to wear clothing made from batik cloth.

Abstract
In line with what was stated by the Southern Connecticut University that the making of strategic plans in any form is a significant effort. Whereas to strategically manage Information System and Information Technology (IS / IT), understanding is needed on how the role of technology-based information systems has evolved in organizations (Ward & Peppard, 2002). Moreover, the development of technology in these days and age has been so rapidly moving. Through this paper, the researcher aims to make an IS / IT strategic plan in an educational institution. This research will begin by compiling the Critical Success Factors from each division, which can then be continued to implement the Gap Analysis to get a comparison between the actual conditions and the desired conditions. All of these things must be based on the organizational goals that have been announced by the school. The next stage, the researcher will carry out the planning framework steps initiated by a firm named Berry, Dunn, McNeil, & Parker (BerryDunn). This planning framework is commonly used by BerryDunn firms in several major cities and institutions in the world and is expected to fill in gaps that might be found at the Gap Analysis stage. The researcher hopes that this research can produce strategic IS / IT planning at Muhammadiyah 10 GKB Senior High School. In addition, this research is also expected to be able to provide benefits to the educational institutions in Indonesia.

Abstract
The research objective are to analyze and to compare the effect of the variation of the wind speed and the number of turbines blades to the electric power generated by wind turbine using NACA 2412, 4412, and 6412. The variation of the number turbine blades used 4, 5, and 6 unit and the variation wind speed is 3.0 till 6.0 meter per second. The research variables are variation of the wind speed and number of turbines blades as independent variables, and the electric power as dependent variable. This research applies quantitative method is experimental design using two way classification and data simulation. The finding of this research reveals is 1). The first null hypothesis is rejected, it means there is a difference effect between variation of wind speed to the electric generated power by wind turbine using NACA 2412, 4412, and 6412. 2) The second null hypothesis is rejected, it means there is a difference effect between variation of turbine blades to the electric generated power by wind turbine using NACA 2412, 4412, and 6412.

Abstract
Using IS (Information System)/IT (Information technology) has become the organizations need to carry out its operational activities and services. The government has also used IS/IT in carrying out its activities and services considering the benefits that are get, efficient, effective, and transparency to support good and clean governance. Gresik Regency does not yet have a master plan for implementing IS/IT so that what it needs cannot be managed. Gresik Regency needs a planned information technology-based system that can produce correct and prompt information. purpose of this study was to identify data and information needs in policy formulation and to develop an information system strategic plan in Gresik Regency. basic concept used in compiling this research is the method proposed by John Ward and Joe Peppard. stages carried out start from analyzing the internal and external business environment of the organization, analyzing internal and external organization IS/IT, followed by identifying strategies and designing future portfolios. Method of analysis carried out uses several methods, among others, SWOT, Critical Success Factors, Value Chain, PEST, and Mc Farlan Strategic Grid. The results of this study is a blueprint of strategic planning that refers to the organizations business plan based on data obtained through the analytical methods used. It will integrate the information produced for administrative and public service needs. organizations strategic objectives in the form of superior prime service will be achieved by implementing an optimal improvement of data processing functions with the support of Information Technology. preparation of IS / IT strategic planning according to the resulting portfolio is expecting to be using in future strategic planning so it can give priority to the activities needed to get optimal results and based on its contribution to the objectives to be achieving.

Abstract
Indonesia is very rich in natural resources. Uranium is a mining product that is very potential but its utilization has not been maximized. The amount of uranium is estimated to reach 7000 tons spread across Melawi-West Kalimantan, Bangka Belitung, Mamuju-West Sulawesi, Sibolga-North Sumatra, and Biak-Papua. Uranium is a radioactive material and is a very potential energy. The use of nuclear power in several developed countries covers various fields of community life, such as research, agriculture, health, industry and energy. However, in addition to the enormous benefits, nuclear power also has the potential for radiation hazards to workers, community members and the environment. This paper will analyze the regulation of nuclear mining permits in Indonesia and government-owned authorities regarding the regulation and supervision of nuclear mines in Indonesia. In the existing arrangement, is the regional government given the authority to be involved in nuclear mining. If there is, what authority do local governments have. The position of the regional government must be really taken into account in the regulation related to nuclear mining, because the regions will feel the direct impact of nuclear mining. Good synergy between the central government and local governments is expected to minimize the negative impact of nuclear mining.

Abstract
This study aims to analyze the effect of information asymmetry on budgetary slack, the effect of clarity of budget targets on budgetary slack, the effect of budgetary participation on budgetary slack, and clarity of budgetary targets as moderating variables. The population in this study is the Regional Organization of Organizations (OPD) of the city of Palu involved in the budget preparation process. Data collection was done by distributing questionnaires. Data collection techniques by using a questionnaire (primary data) and data analysis using Partial Least Square (PLS). The results of this study found that significant budgetary participation has a positive effect on budgetary slack. Asymmetric Information has a significant positive effect on Budgetary slack. Clarity of Budget Objectives significantly influences Budgetary Slack. Clarity of significant budget targets is able to moderate the relationship of the influence of budgetary participation on budgetary slack.

Abstract
Management Information System (MIS) in government institutions was a very crucial thing. The established MIS often provided less optimum benefits since the MIS development did not go through a good planning and clear IT masterplan. The procurement unit of Malang City has a MIS (SiBaja) which has been established since 2016 and since then suitability evaluation has never been performed. This study aimed to evaluate the suitability of SiBaja to the needs of users and management using Human, Organization, Technology-Fit (HOT-Fit) framework.To obtain the data, a survey method was used by distributing questionnaires to the application users.The data analysis model used was SEM-PLS by using SmartPLS 3.0 software. This study found that the implementation of SiBaja was not fully fit for the relationship between Human-Technology that was indicated by the absence of a significant effect between User Satisfaction (US) variable and System Quality (SQ) variable with a significance value of 0.899 at alpha = 0.05. and was not fully fit for the relationship between Organization-Technology factor which was characterized by the absence of a significant effect between Service Control (SC) variable and Information Quality (IQ) variable with a significance value of 0.221 at alpha = 0.05.

Abstract
Relational view perspective explains and gives theoretical foundations to understand why organizations create and develop relationships and networks. The relational management context leads to research on the essence of the relational strategy of enterprises and the strategic choices made within it. It is indicated that the key choices around which the content of the relational strategy is played includes: the goal, the partner, the inter-organizational dynamics and the way of creating relations. An important research problem is the identification of antecedents of strategic choices of enterprises. The attention of researchers in this context focuses on inter-organizational trust as one of the most important factors. Inter-organizational trust assumes that cooperating enterprises rely on themselves in the belief that each party will fulfill its obligations in a competent, honest and rational manner, generating mutual benefits. In addition, the partner will not behave opportunistically, but will fulfill the contract and take actions that the trusting party expects.Therefore, the purpose of the paper is to recognize the relationship between level of trust and its dimensions on strategic choices made within the enterprises relational strategy. The research was carried out on a representative sample of 400 enterprises operating in Poland and on international markets, which is representative of the company-s size. The research results confirmed the important role of inter-organizational trust as an antecedent of strategic choices. It plays an important role in the process of selecting partners for relationships and influences the way relationships are created.
